[Readers’ forum] Four-wheelers a concern

I am writing in concern of the four-wheeler situation in our town. I called to find out if you could ride a moped on the streets. I was told that if it is 49cc or higher it must have a tag, licensed driver and insurance on it. So why do four-wheelers not have to have these same requirements, for their engine size is larger than a 49cc.
Since you don’t have to have insurance on a four-wheeler, or a tag, then all I want to know is who pays when one of them hits your car (which did happen). My insurance covered it but it went on my insurance and my rates raised. Is this fair?
We have called the sheriff’s office several times on the matter of how fast they ride these, with no helmets, riding double, underage drivers, riding on the two back wheels while going down the city streets, running stop signs, trespassing and so on. By the time they get here, they are already gone. The sheriff’s office says it is not illegal and should address our counsel in our town; the counsel says call the sheriff. What is a person to do?
If the sheriff’s office sees them (which they have) they give them a verbal warning. How many verbal warnings is it going to take before they start giving tickets? I’m not talking about farmers or ranchers in this matter, it is people on our city streets, in a town.
Is it going to take someone getting hurt seriously or a death before someone does something about this matter?
I was led to believe that city streets were for tagged, licensed and insured vehicles, am I wrong in this matter?
